Short answer: Chinese nationals can own freehold property in Dubai like any other foreign buyer. The constraint is on the Chinese side: the USD 50,000 annual foreign exchange quota for individuals cannot be used to buy property overseas, so buyers in mainland China need funds already held legally outside China.
Chinese buyers were the third largest group in Dubai in 2025, at 14% of buyers according to Anarock.
What Dubai property costs in yuan
| What sold (median) | Dirhams | Yuan |
|---|---|---|
| Studio apartment | AED 657,040 | ¥1.20 million |
| One bedroom apartment | AED 1,204,200 | ¥2.19 million |
| Two bedroom apartment | AED 2,094,999 | ¥3.82 million |
| Villa or townhouse | AED 3,416,640 | ¥6.23 million |
| Golden Visa property threshold | AED 2,000,000 | ¥3.65 million |
Yuan figures at about ¥1.82 per dirham, from European Central Bank reference rates on 13 October 2026. The rate moves daily.
If you live in mainland China
- The quota: each individual can buy up to USD 50,000 of foreign currency a year, and the purpose must be declared. Banks’ mandatory notices state that it may not be used for overseas home purchases. Misuse can put you on a watch list for the year and the following two years.
- Tax: Chinese tax residents are taxed on worldwide income. Overseas rent and gains on sale are taxed at 20%, and residents must self report overseas income between 1 March and 30 June of the following year.
- Reporting: China exchanges bank account information under the Common Reporting Standard, so UAE bank accounts are visible to Chinese tax authorities. The property title itself is not part of that exchange.
If you are a Chinese national living in the UAE
You can buy with income earned and held in the UAE. Whether China still treats you as a tax resident depends on your household registration, family and economic ties, not only on where you live. Get Chinese tax advice before you buy.
The Dubai side: the same for every nationality
- Where you can buy: foreign nationals can own freehold property outright in Dubai’s designated freehold areas, which include most of the city’s main communities. See freehold vs non freehold in Dubai.
- Transfer fee: the Dubai Land Department charges 4% of the price, plus registration and agency fees.
- Off plan money: payments for off plan homes go into a project escrow account regulated under Dubai Law No. 8 of 2007.
- Tax in the UAE: individuals pay no annual property tax and no UAE income tax on rent or gains. Your home country may still tax them, which is what the rest of this guide is about.
- Residency: property worth AED 2 million or more can qualify you for the ten year Golden Visa. See the Golden Visa property threshold.
- Buying remotely: you can sign and pay from abroad, or appoint someone by power of attorney. A power of attorney signed outside the UAE must be notarised and legalised for use in Dubai, because the UAE does not accept apostilles.
- Mortgages: UAE banks lend to non residents, generally at 60% to 65% of the value, and most will not lend on off plan for non residents.
