Buying here for the first time? Our guide to buying property in Sharjah covers what foreign buyers are actually granted, the communities worth knowing and the full registration process.
Can a foreigner own property in Sharjah
Yes, in approved projects, and the position changed in 2022. A lot of what is still published online describes the old rules, including the UAE federal government portal page on Sharjah, which has not been updated since the change.
The base rule. Article 4 of Sharjah Law No. 5 of 2010 limits the right to own real estate in the emirate to UAE nationals and GCC nationals.
What changed. Sharjah Law No. 2 of 2022, issued on 31 October 2022, amended Article 4 to create exceptions. The following day the Sharjah Executive Council issued Decision No. 30 of 2022, which allows buyers of any nationality to own property of all types and uses inside approved real estate development areas and projects, as absolute ownership not limited by time. That is genuine freehold.
The catch, and it is the important part. Approval is granted project by project, on application, by a committee that includes the Sharjah Real Estate Registration Department, the Land Planning and Survey Department, the Department of Economic Development and Sharjah Municipality. The Executive Council has never published a list of approved projects. So freehold in Sharjah is real, but it is never a blanket emirate wide rule, and every list of Sharjah freehold areas circulating online is assembled from developer marketing rather than from any government instrument.
Where a project has not been approved, the older route still applies. Under Executive Council Resolution No. 26 of 2014, a foreign national can hold a usufruct right of up to 100 years, registered with the Sharjah Real Estate Registration Department. That right can be sold, assigned within the remaining term, leased out and improved. Holders can convert to full ownership by signing a new contract and paying a registration fee reported at 2 per cent.
What to do before you sign. Ask for the approval status of the exact project in writing, and check the title instrument you are being offered, not the wording in the listing. Freehold for all nationalities and freehold for Arabs are portal conventions with no basis in Sharjah law. Cresco Real Estate will obtain the position from the developer and confirm it against the Sharjah Real Estate Registration Department record before you commit. RERA ORN 34288.

What actually transacted in Al Mamzar
Before you judge a launch price, look at what the community around it registered. Over the last twelve months Al Mamzar recorded 4,837 registered rental contracts, all filed with the Dubai Land Department. These are signed contracts, not asking prices.
Registered rents in Al Mamzar moved +1.8% against the twelve months before.
The shorter window disagrees. On the most recent three months of contracts the same community reads +4.7%. Summer seasonality and smaller samples both sit inside that number, but we publish it rather than quote only the figure that flatters the market.
| Unit type | Contracts registered | Average annual rent (AED) | Rent per sqft (AED) | Change vs 12 months earlier |
|---|---|---|---|---|
| Studio | 123 | 39,414 | 70 | +5.2% |
| 1 bedroom | 1,465 | 52,539 | 60 | +6.0% |
| 2 bedroom | 2,845 | 67,894 | 53 | +0.7% |
| 3 bedroom | 400 | 88,180 | 51 | +2.1% |
| All apartments | 4,837 | 64,234 | 55 | +1.8% |
