Short answer: yes. American citizens can buy freehold property in Dubai and several UAE banks will lend to non residents. There is no restriction on nationality and you do not need residency to own.
The longer answer is that most buyers at this end of the market do not use a mortgage at all, and the Dubai Land Department register shows why. We pulled every transaction registered in August 2026 and ran the numbers.
The cash you actually need, by price band
Non resident loan to value in the UAE is typically capped between 50 and 60 per cent. Residents can usually borrow up to 80 per cent on a first property under AED 5 million. Confirm the current limit with your bank before you plan around it, because these change.
The table below assumes the stricter end, 50 per cent, and adds the 4 per cent Dubai Land Department transfer fee, which is never financed and is due at purchase. Dollar figures use the pegged rate of AED 3.6725 to the dollar.

Read the first row. 44.8 per cent of everything sold in Dubai in August went for under AED 1 million, a median of AED 658,315, or about USD 179,000. At 50 per cent loan to value you need roughly USD 97,000 in cash to buy it.
At that size, arranging a non resident mortgage from another country, paying arrangement fees and valuation costs, and servicing a loan in a currency you do not earn, starts to look like a lot of work for a small amount of leverage. Which is exactly what the register shows people concluding.
The finding: the median mortgage is bigger than the median sale
There were 3,232 new mortgage registrations in August at a median of AED 1,440,000. The median unit sale in the same month was AED 1,100,000.
The typical mortgaged property is 31 per cent more expensive than the typical sold property. Mortgages cluster in the upper half of the market. The lower half, which is most of it, is bought with cash.
68.6 per cent of August sales were under AED 1.5 million. That is the bulk of the Dubai market, and it is largely a cash market.
If you are buying off plan, the mortgage question barely applies
Off plan was 67.1 per cent of all Dubai sales in August and 1.6 per cent of all mortgages. Fifty eight off plan mortgages against 7,779 off plan sales, which is one for every 134 purchases.
A UAE mortgage funds at handover, not at booking, because until the title deed exists there is no asset to secure a charge against. So the payment plan instalments during construction come out of your own pocket. We set that out in full in can you mortgage off plan property in Dubai.
What an American should budget beyond the price
- 4 per cent DLD transfer fee. Due at purchase. Never financed. On a AED 1.29 million purchase that is AED 51,614, about USD 14,000.
- Agency fee, customarily 2 per cent on ready property.
- Bank arrangement and valuation fees if you do take a mortgage.
- Annual service charges, which vary sharply by building and are the cost most overseas buyers forget.
- Currency. The dirham is pegged to the dollar at 3.6725, so there is no exchange rate risk between the two. That is a genuine advantage over most international property markets and it is rarely mentioned.
How we would approach it
Get a mortgage in principle anyway. It costs nothing and it tells you what a UAE bank makes of your file today, which is useful information whether or not you draw the loan.
If you are buying under AED 1.5 million, plan to pay cash. That is what two thirds of this market does, and the leverage available at that size rarely justifies the friction of borrowing across a border.
If you want leverage, buy ready, not off plan. That is where the banks are, that is where the comparable evidence sits, and you own the asset the day you pay for it.
